TYPE_OF_FILE_NAME: DCHR FILE
FILE_ATTRIBUTES: Fixed length, VAX unformatted, sequential file
RECORD_LENGTH: 12 bytes
TYPE_OF_FILE_DESCRIPTION:
This files contain the VEFI DC high resolution data (16 points per second).
Each file contains all the data for one day.  File names are of the form 
VHRyyddd.dat, where yy represents the last two digits of the year and ddd the
Julian day.  Each VAX unformatted record contains the time for the record in
tenths of milliseconds and the X and Y components of the electric field in
spacecraft coordinates ( as described in the VOLDESC.SFD file)
